Does anyone know why Topper was not at the Hall of Fame event?

Mick and Paul were there and also Terry Chimes and Joe's wife.

Minus key drummer Topper Headon (who was back in England with "a case of the jitters," bassist Paul Simonon told Billboard.com), surviving members Mick Jones and Simonon, plus original drummer Terry Chimes, accepted their trophies, with late frontman Joe Strummer's widow taking home his award. A planned show-closing performance of the Clash-popularized "I Fought the Law" never happened, for reasons that weren't explained.

I'm sure Topper would have made it had Joe lived, though, and the band would have played in spite of Paul's misgivings.

My understanding is that Topper was still in rehab for his drug addiction and did not want to attend the event to avoid any potential situation that could affect his recovery.
