Rush, Van Halen, Kiss, long hair and screechy lyrics, it's all metal to me. Did it look out of place on a sleeveless denim jacket in 1980? That's all you need to ask.
Did those bands think themselves metal? Did fans think it was metal? Was it promoted as metal? As I've said before, sure, anyone can come up with their own working definition and apply it to their heart's content, but if they're looking to persuade, taking into account how others view it is kind of important.
I still think there's a schism between the US and UK on metal. Rush were definitely lumped in with Maiden, Priest etc in the early 80s over here. My mates were happy to wear the patches of all of those bands. It's down to whether you interpret it as heavy rock or heavy metal. To me, if they were in the Kerrang they were metal. That will be why I ended up going to see April Wine.
I've seen punks with Motorhead patches, buttons, at shows but none were under the illusion that Motorhead were punk.

Absolutely many metal fans were Rush fans back in the day but they saw the distinction.
I always understood Rush fans with pot smokers and being into scifi/fantasy. Some metal fans in those groups, but not exclusively at all.
