He's pretty highly regarded in drumming circles. Not Bonham level, but up there. Not sure if that's correct or not.
I always thought he was actually pretty good and underappreciated at least for his time and place.

Is he? I’m shocked. I always heard he was competent but unspectacular from most of my musician friends. Like, perfectly fine for the music but not earth-shattering.

Statistically speaking anyone here between the ages 35-65 is probably an underrated member of the Fall.

Probably not.
Most people are going to notice the most bombastic drumme4s, for lack of a better word. The ones who look and sound like they're doing a lot. Bonham, Moon, Peart come to mind.

I agree that Topper was way more accomplished as an all round drummer. But both Paul and Rat served their respective band's brilliantly.
