I hate to gatekeep, but while that has some sort of dumb fantasy backstory or something, I don’t think KISS have the chops to actually be prog. I’d say “bad concept album.”

Yeah, concept album doesn't mean prog. Prog is all about technique and superseding rock tropes. KISS have never sought to be more than a competent bar band with lots of spectacle. In that, they're the complete opposite of prog.

This is a generalization, but unless the album has at least 1-2 jarring time signature changes, I have a hard time with the prog moniker.

A lot of prog just babbled on and is dull to say the least. There are some nice moments though.

Yeah. I like a lot of prog but even albums I like tend to suffer from this. It’s generally in need of an editor.
