MTV was way later. Kids here were wearing a punk uniform much earlier bondage trousers and leather jackets were here late '77. The Clash bought into that image for a while.
In September 1976 John Rotten wore the famous bondage suit at the Chalet du Lac, Paris, France. Bondage trousers went on sale in Malcolm's shop not long after. Most punks couldn't afford his prices and soon they were copied by Boy also in the Kings Road, London. Then months later they were available at various market stalls.
