My theory on him (aside that he's an old drunk)? 1. He blames us (the Jews) for his dad being killed in WWII and 2. He hates Gilmour because Gilmour was devastatingly handsome when they were younger and Waters has always looked like an overgrown ape.

I've known about her being full on cuckoo but have been afraid to check how much worse its gotten. That article as Matey pointed out is from 2014.
