My students do it constantly (but, then, so do a lot of academic clients). If there's a consistency, it's that stuff that you're definitely quoted properly uses doubles, but if it's in the textual form of air quotes, they use singles. Just be glad that it's not part of your job description to do battle with that crap. I want to talk with students about thinking more boldly, not explain over and over the difference between a footnote reference and a bibliographic one.
