My students do it constantly (but, then, so do a lot of academic clients). If there's a consistency, it's that stuff that you're definitely quoted properly uses doubles, but if it's in the textual form of air quotes, they use singles. I want to talk with students about thinking more boldly, not explain over and over the difference between a footnote reference and a bibliographic one.
