To be fair when it says "merge in turn" you are meant to use both lanes right up to the closure, this is to stop tailbacks. Don’t drive as fast as you can to the blockage and then try and cut in at the last minute.

If you're able to drive fast to the blockage it must be a clear lane which shouldn't be happening. Drivers should use both lanes right up to the merge point then take turns letting each other in.
