I don't know if this is still the case, but growing up in Saskatchewan the provincial laws allowed any community over 5000 people to claim city status. Some did, some didn't (something to do with access to certain provincial funding). I lived in Lyndonville just north of St. Johnsbury for a year. It wasn't too bad - just really cold and pretty boring.
