Wikipedia says René Echevarria, so no. Just hazarding a guess, but I wonder if that's a problem that's greater with episodic shows rather than serial. DS9 did a much better job with its characters, in terms of consistency and sensible growth, because most episodes were part of a purposeful narrative, building to something. So quality control had to be tighter. Episodic would seem to be structurally looser, with room to ignore or add what the writer wants.
