I always assumed it was laziness. You don’t lose that much heat through your legs and they probably wear shorts all the time so easier to just throw on a jacket before going outside.

I believe it's laziness as well but for another reason. Have you ever seen a pair of cargo shorts look un-wrinkled? You can always throw on a pair of caro shorts and they like like cargo shorts are supposed to look like regardless of their condition. In my experiences, cargo shorts guys are not really concerned with fashion or how they look.

We had a weird winter weather event last week of a kind I hadn't really seen before. Got 2 inches of snow, immediately followed by several hours of freezing rain. The result was that my driveway had an inch of solid white ice that I could have skated on. There was no way to shovel it, so I just spread some rock salt on the walks and up to the mailbox so the mailman wouldn't slip. It only melted a day or so ago.

The lake effect thing is so unpredictable. Just a few degrees change in wind direction means the difference between a dusting and a dumping. I'm midway between Lakes Erie and Ontario. If the wind is directly out of the west, it comes across southern Ontario and the snow can be depleted before it reaches me, but a slight swing to the south west, and the wind picks up moisture across 200 miles of Lake Erie and I get slammed. Toronto is like 50 miles away from me, as the loon flies, so it is curious. I lucked out this time I guess.
