I'm sure it was a lot worse under trump - because how could it not be - but my understanding is that ubiquitous drug use, uppers mostly, is pretty much the norm for all presidential administrations. Especially since the 24-hour news cycle became the norm. I remember reading an interview with a Clinton staffer who said that the cable news environment meant that you were expected to have a response to any event within a half hour otherwise you lost the opportunity to control the narrative (meaning your political opponents could seize it). The notion of contemplation and a measured response was dead. That was in the 90s.
