I've read speculation that he's dragging Pence in to raise the spectre of President Pelosi, but I'm skeptical that Trump is (a) aware of the order of succession and (b) strategically thinks that far ahead. He's a user who treats everyone around him as disposable (the daughter he lusts for excepted).
