Most charitably, compassionate conservatism was a stab at being more cosmopolitan and trying to expand the Republican tent. Like Reagan, I think W. was sincere in making it easier for Latino immigrants to gain citizenship. But, in a weird display of principle, the bigots would rather lose elections or have to gerrymander than sit in the same room as "those people" (pick whichever demographic you want there). Good for them for not being phoney and pretending to like people with tans!

Yeah, that true, on immigration W was generally somewhere less than completely genocidal, which is a low bar that probably hasn't really been cleared since by any presidential administration (for a variety of reasons, with the supreme court being a bit of an unsung villain in all this).
