Absolutely. A lot of people don't see it as such but a lot of research/money goes into this because it works.

The one genuine skill is shamelessly using connections to get in on other people's innovation, take credit for what succeeds, or skirt blame when it flops. Most people are haunted by stuff like a conscience and ethics to pull it off.
