One step for dissuading police abuse is to make them carry personal malpractice insurance like doctors. Let the insurance companies force out the shitty ones by making it too expensive for them to stay on the job.

I only really know because I listen to a podcast called Darknet Diaries that told a number of swatting stories. I don't think that article was particular clear on what actually happened.
