People of Unit 731:
The head of Unit 731 was Shiro Ishii (Lieutenant-General), other members: Lieutenant Colonel Ryoichi Naito, Dr. Masaji Kitano, Yoshio Shinozuka. The scientists that were involved in these crimes were given amnesty by the USA in exchange for the experimental data.

Maybe these were the people that deserved the trigger.

Debatable.

War is ugly, yes. But targeting civilians is not even war in any appreciable sense. It's state-sponsored terrorism.

Since you want to make this about practicalities rather than ethics, I'll point you to these folks, possessing expertise in war and positions in this particular war and thus relevant authorities, who disagreed with Truman:
