You could well be right there. Can't remember if there are lyrics with the album but i always assumed vandal eye for some reason, though i couldn't say what is meant by it. Vandalised would make sense in the context of the stadium demolition though that didn't happen until 2 years after the song was written.
I think it's a play by Joe on there being the Wembley twin towers and the attack of 9/11. With people looking at foreigners as terrorists.

I even checked to see if there was any significance to the 1925 F.A. Cup final re the postcard in the lyrics but found nothing.

I think there was a post-apocalyptical strain throughout a lot of his Mescaleros work. Gammy Ray, At the Border Guy, Get Down Moses and others also seem to paint a picture of people trying to collect themselves after some sort of catastrophe.
One thing I've always loved about the Global album is that it almost seems like it's a transmission from the near future where a world without borders is starting to emerge out of the ashes. It's like a snapshot of the first glimmer of hope after a very dark and destructive period.

I think in reality he is speaking about the present day, but it has always hit me as a voice from the future describing the world after spending 10 years in an underground hideout or something. Now that I think about it, that may be a decent metaphor for his having emerged from a depressive/wilderness period of his own and seeing the world in a new light as he got his second creative wind with the Meskies.
I may be reading too much into things at this point, though. Whatever the case, I view Global is his 'great literary work' and love it to pieces.

Again all possible. But Koka Kola isn't really about the soft drink. And it was originally called "Koka Kola advertising and Cocaine". Just a thinly veiled drugs reference. So I guess more than one reason not to use the product name especially a huge corporate giant like Coca Cola.
