It's the London marathon, 1983, the photo is at the spot you say Marky which makes it at the 23 mile mark.
No I would say it's the London marathon. If you look to the left of the picture the writing on the restaurant/pub says The Walrus and the Carpenter.
I looked it up and it's had a face lift since those days but it's address is 45 Monument Street, London, Greater London, EC3R 8BU

Jokes on you, I'm the first bassist they've had! They were using a baritone guitar for the low end before I joined.
