I do think a lot of early punk was in reaction to the sexuality of other music of the era.

Early Devo sang about sex a lot, but they made it sound very, very gross.

There was a struggle to find a way to express their sexuality away from the cock-rock posturing macho bullshit - which Lovers Rock is a reach toward. The Ramones reacted by singing about doe-eyed popsong love, the post-punk guys (which I ahistorically include Devo in) got into how weird and alienating the act was (like Gang of Four). It probably took until early goth that anyone could take a Prince like pleasure in bangin' as opposed to a folk-y based roistering rugby boy rollicking the likes that Steve Jones would have enjoyed.
