Topper also used 16 inch Hi Hats which is another big difference. Typically you only see funk and breakbeat guys using those big boys.

As a drummer and a drummer who really has an issue with Terry, the lack of Topper on the debut doesn't bother me at all. Yeah, it probably would have sounded marginally better, but nothing that particularly substantial. My main Terry gripes have to do with 1982.
