The song is about living in tower blocks it covers the same subject as London's Burning in a way of viewing life from being so high up above the ground. With the planners who designed the blocks forgetting those who have to live there.
The metallic sound is that of the mechanism of the lift shaft grinding into action/motion. It's relevant.

No problem mate. I think the added distorted violin is just added to enhance the effect.. I also feel it's to sound as if the building itself is moving.
