It's a mix of aspirational and knowing, imho. The last verse of the 1940 version is key, imho.
As a counter-anthem, a song of revolution and justice and the voice of the excluded, it's great—hard to be bettered in the 20th c. But it's far removed from the history of the country. At least The Star-Spangled Banner has that nasty embedded jingoism and general celebration of violence that captures much of the nation's greater narrative.

Certainly this does come down to function. Aspiration/inspiration is one route and I don't reject it (I don't think so, anyway), but I hesitate when it's not connected to the historical values of the nation.

I'll accept "This Land Is Your Land" but it has to be the Trini Lopez version.
